Human Resource Information Systems and the Challenge of Human Resource Development: a Contextual Analysis

This paper explores the potential and actual uses of Human Resource Information Systems (HRIS) in supporting effective Human Resource Development (HRD). It presents empirical evidence to show that specific aspects of context play a key role in determining the level of HRIS usage for HRD purposes. The significance of the issue of temporality as a factor of context is also raised as a key variable impacting on an organisation’s capacity to make use of HRIS for HRD purposes.(i.e.its increasing capability over a specified time-frame to meet the challenges of HRD and to develop the use of advanced HRIS) The paper therefore presents a new framework for exploring the relationship between effective HRD and the advanced use of HRIS. It is asserted that this is of benefit to the practitioner planning investment in HRD-related HRIS and to the academic concerned with understanding the dynamics of technology usage for HRD purposes.
